What David will do as your Commissioner
Transparency
First, I will be transparent — something this board has not been. At the February 28 meeting, constituents repeatedly asked why the meeting could not be videotaped. We have the technology, and there is no good reason the public should be limited to audio only. The public deserves to see how decisions are made, not just hear them afterward. Transparency means real access, real accountability, and real confidence in local government.
Second, why is the meeting scheduled for 3 p.m.? Most working people cannot attend at that time. A 5:30 p.m. or 6 p.m. meeting would make it far easier for residents to participate and stay informed. If the goal is public service and openness, then the schedule should welcome the public instead of shutting them out.
Energy, housing, and opportunity
As electricity bills keep climbing, we need practical action. In the Atlantic City Electric region, we have an opportunity to expand community solar and bring more savings to families. We enrolled in community solar last spring and were notified in March 2026 that our service would begin in June, with an expected 25% discount on our electric bill.
I will look for opportunities to develop more community solar programs in Cape May County. Large roofs can become income generators when they partner with a solar developer, and community solar can give subscribers meaningful savings while expanding clean energy access. I will also establish a task force to review the savings from putting solar panels on school roofs and municipal buildings across all 16 municipalities.
Affordable housing is another urgent need. Cape May County should study proven models, including programs that help tenants build toward homeownership by combining tenant education, good tenancy, and structured savings. We also need to identify practical ways to expand housing options for first-time buyers and working families.
Transportation and fleet savings
We should evaluate electrifying the Cape May County fleet of cars, trucks, and buses. EVs can reduce fuel and maintenance costs, and that means real savings for taxpayers over time. I also support looking into restoring rail service to Philadelphia, because better transit would connect residents to a major regional hub and strengthen tourism in Cape May County.
I will look into restoring rail service to Philadelphia. Cape May County residents deserve modern transit to a major regional hub, and stronger transit connections can support tourism, workforce access, and economic growth.
Homelessness and public service
Cape May County should not remain the only county in New Jersey without a homeless shelter. We need to build a shelter and take care of our most vulnerable neighbors with dignity and compassion. If the county already owns a suitable site, then we should move forward and make this a priority.
ICE must obey the Constitution and the law. When federal agents use excessive force or violate people’s rights, they should be held accountable through the courts and by Congress.
We need immigration enforcement that is lawful, transparent, and accountable to the public. I will stand with families, civil liberties, and due process, not abuse of power.
